Set a thousand years into the future, where humanity has already used up two Earths and is well on its way to using up a third, the President of the galaxy has created a phony war in order to suspend elections and stay in office long past his alloted time. Only Slam Ridley can, reluctantly, stop him! Well, actually, that's a complete lie, but he does end up caught up in the plot somehow, honest!
